  4. 4Acknowledge the other option and conclude

Sample answer

Study the organization, not the script

I think the city should increase bus frequency first. Protected bicycle lanes are valuable, but buses are used by a broader group of residents, including seniors, students, families and people who cannot cycle. More frequent service would reduce long waits and make public transit a realistic alternative to driving. For example, a worker who misses one bus should not have to wait thirty or forty minutes for the next one. Better frequency could also reduce overcrowding during rush hour. The city should still expand safe cycling routes over time, but reliable bus service has an immediate effect on more daily trips. For that reason, it should receive the first round of transportation funding.
