CELPIP Score Chart 2026: CLB Conversion, CLB 9 & What Your Level Means

If you are preparing for Canadian immigration, one of the most useful things to understand is the relationship between your CELPIP level and the Canadian Language Benchmark (CLB).
For the commonly used CELPIP levels from 4 through 12, the mapping is direct: CELPIP 9 corresponds to CLB 9, CELPIP 10 corresponds to CLB 10, and so on. The official CELPIP score information also maps lower results, but the relationship below Level 4 is not always a simple one-number-to-one-number conversion, so immigration applicants should use the official table when a result is below 4.
Quick answer: if an immigration program or personal target requires CLB 9 in all four English abilities, a CELPIP-General result of 9 in Listening, 9 in Reading, 9 in Writing, and 9 in Speaking meets that CLB 9 language target.

The labels above summarize the public CELPIP level descriptions. For immigration decisions, the CLB number and the requirements of the specific program matter more than an informal label such as advanced or good.
Why CLB 9 gets so much attention
CLB 9 is a common preparation target because Canadian immigration systems can award different language points at different benchmark levels. However, there is no universal rule that every applicant must reach CLB 9.
For example, IRCC currently lists these minimum English levels for several Express Entry programs:
- Canadian Experience Class: CLB 7 for TEER 0 or 1 occupations, and CLB 5 for TEER 2 or 3 occupations.
- Federal Skilled Worker Program: CLB 7 minimum for the first official language.
- Federal Skilled Trades Program: CLB 5 for Speaking and Listening and CLB 4 for Reading and Writing.
Those are minimum eligibility rules, not a guarantee of receiving an invitation. CRS outcomes depend on the rest of a candidate's profile and the rules in effect when the profile is assessed.
Is CELPIP 9 the same as CLB 9?
For CELPIP-General, yes: a CELPIP level of 9 in an ability maps to CLB 9 in that ability.
The important detail is that CELPIP reports the four skills separately. A result such as:
- Listening 10
- Reading 9
- Writing 8
- Speaking 9
is not "CLB 9 in everything." The Writing ability is CLB 8 even though the other three meet or exceed 9.

CELPIP 7 vs 8 vs 9 vs 10
CELPIP 7 / CLB 7
This is an important threshold for some federal immigration pathways and represents functional performance in more demanding everyday, workplace, and social contexts.
CELPIP 8 / CLB 8
A Level 8 result shows stronger control, but for candidates specifically targeting CLB 9, an 8 in one ability remains the bottleneck.
CELPIP 9 / CLB 9
At Level 9, performance is expected to be effective in many demanding contexts. In Writing and Speaking, this usually requires developed ideas, good organization, appropriate vocabulary, and enough control that errors do not interfere with meaning.
CELPIP 10+
Levels 10–12 represent progressively stronger language performance. Whether moving from 9 to 10 materially changes an immigration outcome depends on the program and the applicant's total profile, so use the current IRCC points tools rather than assuming every additional language level has the same effect.
Do Listening and Reading raw scores convert directly to a CELPIP level?
Do not treat a practice raw score such as 30/38 as a guaranteed official CELPIP level. Official Listening and Reading tests may contain unscored test-development items, and official scoring is not reproduced by a simple public fixed conversion table for every live form.
For practice, raw accuracy is still useful because it tells you whether you are improving. Track:
- total accuracy;
- accuracy by part;
- time used;
- error type;
- whether the same mistake repeats.

How to move from Level 8 toward Level 9
The fastest improvement usually comes from identifying why a skill is at 8 rather than doing more random full tests.
Listening
Track misses by Part 1–6. Separate problems caused by missed detail, speaker confusion, inference, and note-taking overload.

A score target is useful only if it changes what you practice.
Instead of saying, "I need CELPIP 9," write a four-skill target such as:
L9 / R9 / W9 / S9
Then record your latest realistic practice evidence next to each skill. Your study plan should give the most time to the largest reliable gap.
