CELPIP Reading Part 4: Viewpoints Practice

CELPIP Reading Part 4 is Reading for Viewpoints. It is the final and most conceptually complex Reading part. The current official CELPIP format contains 10 questions, and the 2026 Reading Pro study pack suggests approximately 13 minutes, divided into question sets of 5 + 5.

The main text is an article containing two or more opinions about a community issue. A second short reader comment refers to that article and contains blanks. The text can mix facts and opinions, and questions frequently require inference, paraphrase, and careful tracking of who believes what and why.

Quick strategy: build a viewpoint map before answering: Person/Group → position → reason/evidence. Then use that map to separate the author's reporting voice, quoted viewpoints, and the reader commenter's position.

Why Part 4 is different

Part 3 asks where information appears. Part 4 asks you to understand positions, reasoning, relationships, and implications.

You may need to determine:

• who supports an idea;
• who opposes it;
• why they hold that view;
• whether two people agree partly or fully;
• what a person would probably support;
• what the article implies rather than states directly;
• what the commenter's tone or position is.

Build a viewpoint map

During your preview, create short notes.

For example:

City staff → support night buses → workers/access
Residents group → oppose → noise/cost
Business owners → support partly → weekend only

These notes answer three critical questions:

1. Who?
2. What do they believe?
3. Why?

The official approximate 13-minute method

First 1 minute — preview Question Set 1

Identify helpful keywords and what kinds of viewpoints the questions will test.

Next 3 minutes — map the article

Identify:

• overall topic;
• people/groups mentioned;
• each position;
• reasons or evidence supporting each position.

About 4.5 minutes — answer Question Set 1

Use:

• your notes;
• inference;
• paraphrase.

Return to the text to verify evidence rather than answering only from memory.

About 4 minutes — read the response and answer Question Set 2

Determine the commenter's opinion from context. Use your notes to compare the response with the original viewpoints and watch for paraphrase.

Final 30 seconds — review

Make sure every question is answered.

Facts versus viewpoints

A Part 4 article can contain facts and opinions. Distinguish them.

Fact-style statement:

“The pilot program operated on six streets from May to October.”

Viewpoint:

“Councillor Ahmed argues that the pilot should become permanent because it increased pedestrian traffic.”

The first describes something that happened. The second attributes a position and a reason to a person.

Questions may use factual evidence to test whether you understand someone's viewpoint.

Speaker attribution: who said it?

Signal phrases matter:

• according to…
• supporters argue…
• critics say…
• X believes…
• Y warns…
• in contrast…
• however…
• while…

If a paragraph presents three voices, do not automatically treat every sentence as the author's own opinion.

Inference without guessing

Inference means using text evidence to reach a conclusion that is not written word-for-word.

Example:

“Rina supports expanding the park but says the city should first complete a traffic study and add a pedestrian crossing.”

Reasonable inference:

Rina is not completely opposed to expansion; her support is conditional on safety planning.

Unreasonable inference:

Rina believes the project will definitely cause serious accidents.

The second claim goes beyond the evidence.

Original mini-article

A city is considering replacing ten downtown parking spaces with bicycle parking and wider sidewalks.

Urban planner Maya Chen supports the proposal. She argues that wider sidewalks would make the area safer for pedestrians and that bicycle parking could encourage more people to visit local shops without driving.

Restaurant owner Peter Ross opposes removing all ten spaces. He says many of his evening customers live outside the downtown area and have limited transit options. However, he supports converting four spaces if the city adds a short-term pickup zone nearby.

Residents' association chair Amira Patel supports the full proposal but wants the city to review delivery access after six months. She believes the change will improve the street while allowing the plan to be adjusted if businesses experience unexpected problems.

Question: Who supports the proposal but also wants future evaluation?

A. Maya Chen
B. Peter Ross
C. Amira Patel
D. Both Maya and Peter

Best answer: C.

Amira supports the full proposal and wants a six-month review.

Question: Peter would most likely agree with which statement?

A. No parking spaces should ever be removed.
B. Some redesign is acceptable if customer access remains practical.
C. Bicycle parking will harm every downtown business.
D. The city should remove all parking immediately.

Best answer: B.

Peter supports converting four spaces if a pickup zone is added. His position is conditional, not absolute.

Question: Maya and Amira both believe that…

A. the full proposal should be abandoned.
B. pedestrian-focused changes can improve the area.
C. customer parking is more important than sidewalks.
D. the plan should be limited to four spaces.

Best answer: B.

Their reasoning differs, but both support the broader change.

The reader-comment section

The second question set adds a reader's response. Your job is to infer that commenter's view and connect it to the article.

Ask:

• Which original viewpoint does the commenter sound closest to?
• What words show approval/disapproval?
• Does the commenter accept the idea fully or conditionally?
• What reason do they add?

Example comment:

“I like the idea of making the street safer, but Peter's concern about evening customers is reasonable. The city should test a smaller change first.”

This commenter is partially supportive and closest to a compromise position. Do not label them simply “against” because they express one concern.

Paraphrase in Part 4

Question:

“Who believes the plan should be reversible if problems emerge?”

Passage:

“Amira wants the city to review delivery access after six months and adjust the plan if businesses experience unexpected problems.”

The words differ, but the idea matches.

High-scoring Part 4 performance depends heavily on recognizing these meaning relationships quickly.

Common Part 4 mistakes

1. Using an outdated question count

The current official format has 10 questions, not 8.

2. Mixing up speakers

Write short notes: name → opinion → reason.

3. Treating a qualified position as absolute

“Supports if…” and “opposes unless…” are not the same as unconditional support/opposition.

4. Confusing facts with opinions

Know whether a sentence reports evidence or attributes a belief.

5. Making inferences beyond the text

Inference still requires evidence.

6. Ignoring the reader commenter's tone

The second question set depends on understanding the commenter's viewpoint from context.

7. Reading the article without first knowing what the questions target

The official strategy specifically suggests previewing Question Set 1 first.

How to improve Part 4

Practice viewpoint compression

Read an opinion article and summarize each voice in one line:

person → position → reason

Practice agreement levels

Label viewpoints:

• strongly supports;
• supports with conditions;
• neutral/cautious;
• opposes with conditions;
• strongly opposes.

Practice paraphrase

Rewrite opinion sentences using different verbs:

• argues;
• believes;
• maintains;
• warns;
• suggests;
• supports;
• objects to;
• favours.

Practice evidence-based inference

For every inferred answer, point to the sentence that makes it reasonable.

Part 4 checklist
