Both CELPIP and IELTS are accepted by IRCC for Express Entry. The difference is not in CRS points — equal CLB scores give equal CRS points regardless of which test you take. The difference is in test format, accessibility, cost, and which test you are likely to score higher on.

Can I take both CELPIP and IELTS and use the higher score?

Yes — IRCC allows you to use different valid test scores for different skills, but only if all scores come from the same test. You cannot combine CELPIP Listening with IELTS Reading. You must submit a complete set of 4 skill scores from a single test administration. You can, however, submit CELPIP in one Express Entry profile and IELTS in a subsequent profile.
